The Tokyo Metropolitan Government on Wednesday reported 171 new cases of the coronavirus, up 13 from Tuesday. The number is the result of 971 tests conducted on Oct 25.
The tally brought Tokyo's cumulative total to 30,456.
The number of infected people in Tokyo with severe symptoms is 30, down three from Tuesday, health officials said.
Nationwide, the number of reported cases was 715. After Tokyo, the prefectures with the most cases were Osaka (117), Kanagawa (64), Hokkaido (52), Aichi (51), Saitama (44), Chiba (40), Hyogo (29) and Okinawa (29).
Four coronavirus-related deaths were reported.

Note that the narrator in the NHK story translates this as ‘expat communities’. No idea what evidence the panel has that clusters are appearing in this community!

High positive rates are expected because those who are tested are ones with high probability of being infected.

Yes, that is very typical. No need to keep on churning out antibodies after the infection is long gone. But memory lymphocytes generally remain for a long time, perhaps a lifetime. These memory cells offer protection buy quickly restarting antibody production when the virus is encountered again.
That is the case for those who recovered from the 1st SARS CoV (17 years ago); they still have the memory lymphocytes, which actually also react to SARSCoV2.

Locking the borders doesn't make much sense to me.

Agreed these are abysmal numbers for Japan, 1000 a day was a catastrophe for the country so even a few hundred is unacceptable, this country is better than that. Europe and the US seeing a million every few days is expected however, the quality of their populace ensures they are going to suffer big time against Corona, they were never going to do well

Mild-moderate and Serious symptoms data. They are already included in the total number of people hospitalized. It should also be remembered that data on severe symptoms are already reflected in the Japan Today article. And there is no need to mention them again in the comments.
At the moment there is no significant variation in the total number of people hospitalized. The data reflect a stable situation, in Tokyo Prefecture.

Possibly, but there's also evidence of conferred immunity resulting previous coronaviruses that people have fought knowingly or otherwise.
But the most important numbers are hospitalised people and deaths, not just cases. These are very low, and that is a good thing.
