Woman with signal blocked-TV loses appeal contesting her obligation to pay NHK fees

You may have heard a thing or two about NHK collectors in Japan. They come around door-to-door asking people with televisions or even smartphones–or any TV-equipped device, really–to pay a mandatory yearly fee of up to 24,800 yen per year. While it doesn’t seem like a huge amount, this fee and the people who come to collect it (often with aggressive methods) have led to fierce opposition to what many consider a great overreach of power by the NHK.

That’s why when a Tokyo woman won a court case against the NHK, anti-NHK proponents celebrated. The ruling exempted her from having to pay the fee because she had a television that had come with a signal blocker that she did not know how to uninstall, paving a legitimate way for all those who wish to avoid the fees.

Unfortunately, not even a year later this ruling was overturned, forcing the woman to pay the fees on the basis that if a television can receive a signal or be modified to receive a signal–in this case, with a signal booster–then the owner of the television is obligated to pay the annual fee.

Naturally, the woman chose to appeal this decision, but on December 2, the First Claims Court of the Japanese Supreme Court rejected the appeal, which upheld the overturning of the ruling. With this appeal rejection, this woman will be obligated to pay her annual NHK fee, which is of an undisclosed amount.

This latest setback in the war against NHK is disheartening for anti-NHK proponents, who have seen loss after loss in recent years. Even the leader of the Protect the Nation from the NHK Party was ordered to pay his fee! The party has since changed its name to the Protect the Nation from the Old Parties Party, implying that the focus of their initiatives has changed, so it would seem the glimmer of hope for avoiding NHK fees is fading.

I had some Yo-Yo NHK Collector come around before I was even moved into my apartment.

He rings the OUTside Keypad and mumbled something...I never heard NHK at all. I no sooner open the door he proclaims to be NHK and that I must ¥ PAY ¥ I looked at him said DO YOU SEE A TV ?!

GTHO. Slam....Oh, you have to CALL me if you get a TV " ; Yeah, right, I'll do that.

I battled these extortionists for years. I even had one joker tell me I had to pay because my car had a DVD player. I tried the gaijin ‘no Japanese’ card and they came back two days later with an English speaker. He didn’t understand the German I learned in high school so that got rid of him.

There is no legislation to make you pay. However, if you live in an apartment block they can cut your digital signal.

The way the NHK tries to extort money from people is completely unethical. This is why I only ever answer the door when I know I've a delivery from Amazon, an order from UberEats or my weekly groceries are coming in. Everyone else gets ignored.

PBS which is also a public TV in the U.S. is publicly funded and offers 10 times better quality programing and documentaries such as Frontline and so on, with NO annoying dramas. They don't go around collecting they do it by asking people to thank them for the impressive work they do by DONATING.

I simply tell them I won't pay. Then they say they don't want to either but it's the rule that you have to pay. So they do, yada yada. I stand my ground and tell them I won't pay because I won't pay. Goes on like that for a few minutes, then they leave pissed, telling themselves (I imagine) "freaking foreigners." I feel so satisfied those days.

I do watch NHK and some of their contents are good. That’s true for almost every station out there in my opinion. You might not agree with me but I pay for any services I use if that is required.

We pay the NHK annually through our cable service provider so no dealing with the NHK collectors. For non paying viewers, there will be a box in a corner of your screen when you happen to switch to NHK channels telling you to pay to clear the box. As we do watch NHK from time to time so it’s OK for us to pay the fee. What I would watch on NHK would be documentaries, special sports events, Japanese local story series. It’s hard to find a neutral media source these days so I would generally don’t buy any of their views, which many of us here would term them as propaganda depending on whether you are left or right leaning or in the middle of nowhere. Like many these days, we also find some entertainment on YouTube Premium, to avoid adds, Amazon Prime and Netflix. Maybe too much to consume.

It’s the same in many other countries. But it’s getting very interesting when drawing the obviously visible parallel to those corona vaccinations. They similarly force you to get vaccinated and they force you to get showered with state propaganda by all possible means. Don’t get me wrong, I like the (very few of the) neutral news or documentaries and educational TV programs and also I am of course double vaccinated, but I am surely not becoming a friend of those former Iron curtain-like everything pervading propaganda and forcing behavior and the related grey zone semi-illegal methods. I can think very well by myself, what’s good and what’s right, while the states or regimes permanently make errors most of the time. The Iron curtain ones even so many that they are already gone into the history books. Seems to me the rest can’t wait now to follow, ROFL. So I won’t support or pay for totally incapable wrongdoers. But most of all, I am not paying or indirectly contributing for any such neo-liberal and neo-communist propaganda spreading.

Just to nitpick, there is no such thing as the “First Claims Court” of the Supreme Court. The Supreme Court is divided into 3 Petty Benches of five judges each, and I am guessing what you intended to write was that this was a judgment of the first Petty Bench.

It is nice to live in a country where there is no license fee for TV and no collectors for fees for watching or not watching content from some broadcasters. Any cost is probably included in the TV price and or in our income taxes.

Believe it or NOT: Tokyo SKYTree IS actually BROADCAST Tower, if you put up (or still have a 40 year old) tv antenna outside you can WATCH TV.

In fact, I am happy to report that MOST Apartment buildings in Japan will HAVE a ROOF TV antenna, even if you don't have cable/pay tv, plug in a coax line to that outlet in the corner, hit SCAN on the tv & watch the channels appear.

So if anyone with a computer or a smartphone is also liable to pay NHK, that means a large part of the earth's population, right? Someone really ought to make this obvious point in court. In that case, only owners of a TV in Japan should be liable, shouldn't they?

I'm not against some state subsidy for NHK - they should just take it out of taxes, and it should be strictly monitored by lawmakers, to control corruption, and they don't get too greedy.

I only speak English with them, and when they try to get me to sign the paper, I tell them to sign mine first which requires them to pay for the private English lesson they just received.

The lesson is "only" 5000yen, but of course I need to charge for registration and administrative fees and such which, unfortunately, brings the total to 25000yen.

Invariably, they say they didn't want it, but I say, well, I provided it already, so you need to pay. It's not really my fault that you had ears capable of receiving my signal.

So far, they have always gotten pissed and left.

We get an NHK prowling season about twice a year. Sometimes they're pounding on the door three times a day. Couple times they've showed up after 10pm. Then they dissappear, hopefully having rethought their life choices and found employment elsewhere.

To those that signed the contract and regret it: You can call them up, and explain you want to void the contract due to you getting rid of your TV and they will. Wish I had known that, since resorted to emptying my bank account for 2 years each month just before the fee was to be withdrawn.

In Japan, once you sign any contract thay involved automatic payments, you seem to have no come back and can't just ask the bank to cancel the AP.

Be careful out their folks!

Spoken to them a few times, just spoke English and muttered no TV. On one occasion after being caught in my garden, he did point at my satellite dish, I shrugged my shoulders and walked away.

My wife let rip once saying why should her husband pay for government propaganda when he is not allowed to vote.... good girl.

Latest trick I saw is they ring my doorbell but do not stand in front of the camera.

Me too, but unfortunately the guy came when I WAS expecting an Amazon delivery, and I opened the door without checking. I was not happy to say the least, because this must have been the 4th or 5th person. Even had to show my phone to get him off my back. I sold my TV years ago. If Japanese channels actually produced decent programs, I might have considered buying a TV, but the quality is atrocious. Internet suffices for me.

This, it seems to me, is an example of where those of us "on the right" and those of us "on the left" can join forces. It's a matter of statism--and the bullying that comes with it.

"Public" broadcasting inevitably becomes complacent and corrupt, spouting the party line. NHK is ideologically inconsistent, but it's still "controlling," being, of course, firmly committed to its own interests. It's quite "slick," like the BBC, like America's NPR and PBS, like the mainstream media in Germany and France. But one is still being fed "a line." My wife and I don't watch NHK anymore--or TV in general for that matter. And that's regrettable, as one winds up watching and listening to news sources that promote what one already wants to believe.

I actually don't have a TV, but they have tried telling me I have a computer, smartphone and car Navi, my computer and phone are foreign imports and have no TV capability, the car is a lease/loan to buy so still in Toyota's name so said try collecting from them.

My ground floor is a business and I have a sign warning any sales people, bill collectors, etc... that are not actual clients are to leave all notices in the mailbox if they enter my property they are subject to a ¥5,000 entrance fee.

I once had NHK and a certain religious group violate the no entry.

I called the police as they refused to pay the entrance fee, the police said I could press charges if they don't pay but asked me to let them leave if they promise never to enter my property again.

I let them go, since then NHK has stuck to putting notices in my mailbox and the religious group has stayed far away.

Proper signage warning of fees or legal action works. Only people that ring my doorbell now are the delivery people or the police on their bi-annual check of who lives in the house and of course actual clients or possible clients.

Poor lady! This is the way I dealt with those thieves a few years back when my house was newly built:

NHK guy: "Konnbanwa NHK bla bla bla ... desukedo"

Me: Holding a huge pipe wrench "Get out of my property if you care for your well-being" (in both English and Japanese)

Never heard of them again, also I got one of those Tachibana stickers. Perhaps the lady in the story should've been more assertive.

IMHO to say that it’s normal because BBC does the same in UK is just as awful.

You may not care much for BBC programmes but at least they try to appeal to everyone, as they know people will complain to their MPs about having to pay for a service they never use, and then the government will use that as an excuse to slash the license fee when the BBC's charter is next renewed. NHK can churn out whatever bland, formulaic drivel they like and it doesn't matter to the government if no one watches it because NHK is a complaint government mouthpiece run by LDP stooges.

What NHK SHOULD be doing is cutting service to the households who do not pay the fees, it's that plain and simple. Ever since Japan went digital, NHK has had that capability, just like cable subscribers getting cut off for not paying.

It's the easiest solution, BUT they wont do it, because they want the money.

Someone in the Diet should propose this and make it law, but they wont, because NHK has the requirement to be the emergency broadcaster for the country in cases of disasters, and everyone is supposed to have access.

In reality it's just a technical issue and they could easily turn on the signal with pressing a key on their computer. But they wont either!

yubaru- that’s true. NHK knows which viewers sometimes sneak peak at one of their channels without paying so of course their collectors would try to collect if they can, which can be annoying to some of the folks here…

My wife makes me pay 50 euros (6500 yen) per month, to watch that Japanese channel.

NHK (in fact Japanese government) is so stubborn as to prevent the channel from being broadcasted easily (fair rpice) abroad thinking they should not share with foreigners their views.

They don't wish to make it a fair system like BBC

So who can pay that amount ? Japanese expatriates mainly.

I think it is Americans who mostly get upset about the NHK fee. In Europe and UK this is normal for us! I just paid it when they showed up. I can't be bothered to hide from the NHK man and deal with all the stress every time the doorbell goes.

They do provide the news in English and Sumo in English and some other shows too. So for me I'm ok with it.

If you are here in Japan, according to the court too, if you have any device that is capable of picking up a TV signal, as in all smart phones, i-phones included, you are by law, supposed to pay the fee.

They havent gotten around too much on collecting those yet.

One thing that has always bothered me.

How do they know so quickly when you moved in to a new place? Who sold/told them. For a place with so called privacy laws in place this is disconcerting. Anybody knows?

that’s a result of digitalization. For NHK, if you watch one of their channels without paying, based on the signal they know and there will be a small window appearing at a corner of your TV screen when you are watching NHK. The window shows instruction for you to pay if you wish. Once paid, it will go away immediately . I know someone who didn’t pay and has been watching NHK with that window on.

you can watch a lot of NHK contents for free on the web, embedded TV app and in the car. I pay for NHK within our cable package but that is only for their NHK sogo, BS and 4K channels on my TV in the living room. I don’t think they are after you for what you see in the car, or mobile devices.

you quoted what I didn’t say but that’s OK. To be fair, It’s tough to create contents to satisfy all tastes. I don’t like all the things I watch on NHK, which is now the only channel we have here of course. NHK provides local news, disaster related alerts, coverage which can be essential for us here… some of their regular shows are good too such as kazoku no kanpai or sara meshi… which are more relevant for local viewers than international viewers. Some of their documentaries and sport coverages are good and as they don’t have ads, if you like a particular content, you can enjoy it uninterrupted. So I guess if I choose to watch those I will pay. Whether it just costs a few hundred yen to make I doubt it.

@hattorikun it's not even that, they show up even when you haven't finished unpacking yet and I didn't even have a TV at the time! Someone shares a list with them. Either the realtor or the City Hall when you register your Jyuuminhyo or something..

I ran into these guys a few times, they got real pushy with me once and I told them to never come back or they won’t be happy. They kept insisting that I have a TV pointing to my cables, I told them I don’t use my TV, it’s been broken for years and I just listen to the radio, one of the guys asked if he could come inside my house and check and once he say my face reaction he backed off on that one. I have never paid that stupid fee in 22 years and I’m not about to start. These people are just the absolute worst. I wouldn’t pay them a single yen. Thankfully it’s been 4 years since I last saw one of these idiots.

People who are saying "just use Netflix or Prime etc" are missing the point..........legally you are STILL obliged to pay for NHK. If you have a TV, a PC or a smartphone, then you are meant to pay, regardless of whether you watch JTV or not. iPhones are exempt because of the type of signal they receive.....BUT I'm sure they are trying to close that loophole.

I'll bet most of the pro-BBC peeps here are from England.......the BBC is the propaganda wing of the Westminster government, it always has been. The Conservatives have filled the board with it's chums and they are one and the same. MPs don't listen to complaining constituents about more serious policies like education spending, hospitals or even road repairs.....they aren't going to listen to complaints about the BBC.

I have my wife trained now to tell them to jog on, she does a better job than I do tbf.....but if I do happen to open the door to them, I give them a big smile and declare most confidently.....すみません日本語食べない! Watch the confused look on their faces, give them a bow and close the door. works a charm.

My wife kicked them several times, they are not coming anymore. No need of NHK goverment propaganda (remember guy opposite of constitution changes to make war on Shinjuku bridge burning himself, zero news on NHK).

I dont have antenna and I m happy with netflix, youtube etc...and as many people said, mental health is much better without genokai, advertisement every 10mn etc.
