Woo! Hoo! 30 bucks! I can see thousands of tourists flocking to those areas to get their massive discount, NOT!

3000 yen is a drop in the bucket. The administrative cost of allocating this "discount" will be Powers of 10 larger THAN any perceived value added... but that (of course) is the actual goal, in fact; keep those pencil pushers in the Tourism Ministry busy!

Look, it you wish to experience Earthquakes, and one happens during your visit here to Japan - then great.
If one unexpectedly happens during your visit and upsets you, then sorry... why'd you come here in the first place ?
Tourism has to be based upon other things that are not so unpredictable.
Otherwise, I could simply setup a Tour Company to experience the "Big One" and not pay out if nothing happens...

You have obviously missed the point. If I have already decided to go somewhere I don't even want to be robbed of 100 yen on the way.
But I surely cannot be enticed to spend 100,000 on a trip to get 3000 in return.
That said, the number of times I have had to stand for ages in a grocery store line while some woman went through a stack of coupons to save 300 yen makes me think there will be takers.

It would be cheaper to go somewhere else. Think of all the radiation-induced cancer you won't have to spend money on for treatment!
