Considering the high cost to use the highways in Japan,it is pretty shocking that the number of available snowploughs is woefully inadequate

I avoid Winter travel as much as possible to snowy places.

I don't understand why the affected sections of expressways weren't closed, and traffic forced to exit, before it got that bad. Same goes for JR, and the lines they stopped mid-storm, trapping people on trains for hours.
Those agencies knew about the impending weather for days beforehand. This nonsense could have been avoided.
