A practical step to encourage spending and procreation.
This is in stark contrast to the warnings on the Fukutoshin Line that strollers may be used on the train and platform "at your own risk."

It is a good idea and may help parents, but 5 strollers at each station doesn't seem like much of an initiative nor does it seem like it will have much of an impact.

How do the parents get their kids to their home station in the first place?

Do you think 5 strollers is enough accurately assess a demand? Plus, people have to pay for them. I think they will only be assessing if the initiative is profitable.
Exactly right!

So now all the kids will take up the seats.

It's a trial. Its not meant to have an impact. It's meant to judge whether people are interested in it or not. If a demand seems to be there, they will increase the amount of strollers.

Nice idea, my only worry would go to care and sanitation processes between times and users.

Yes, 5 doesn't seem like much, buy it's a start. I hope it works out. I have made use of loaner wheel chairs at tourist sites over the years for less able-bodied visitors. Usually you call ahead to reserve in Japan, to make sure you get one. Strollers for kids old enough to walk by themselves sometimes, but who get tired and are too heavy to carry for long hauls - this sounds handy.

I guess a tourist could use the Stroller to push around their Suitcase without damaging its wheels... which may be easier than dragging it around the place. Also could double up as a portable chair. Given a few weeks of that, the strollers may be in complete disrepair.
