Interestingly, the Kanto Plain north of Tokyo is an area known to have tornadoes, mostly because of the collision between the warm air currents coming in from the Pacific Ocean and the cold air currents coming in from the Sea of Japan. it's not unusual to see houses with damaged roofs and blown down power lines from small tornadoes in Gunma and Tochigi Prefectures at certain times of the year.

As such, the damage in Tochigi Prefecture from the latest typhoon does not surprise me.

Can you expect resue workers to risk their lives looking for somebody stupid enough to surf in these conditions? No, no mercy for pure stupidity. It is a tragedy but he only has himself to blame.

You can't teach the stupid if you do you end up with stupid! Lights on but nobody's home!! Typhoon conditions and the poor guy decides to go surfing! Wow stupid!!!
