It's a tropical storm. This is an English language news outlet. To call it is typhoon is a poor translation, and inaccurate reporting.
The Japan Times for example are calling it what it is - a tropical storm.

Except, you know, it did become a typhoon shortly after most of the big new outlets reported and went home for the night....
Not calling it a typhoon when it is infact a typhoon is ignorant to the facts. This has nothing to do with translation both words are in the English vocabulary.
