Japanese officials will have good reason to be nervous especialy if Ban Ki Moon .is allowed to converse with citizens who have not been personaly selected by mediators. He may have a prefference to visit the children who wear monitors to detect just a fraction of the contamination they are being subjected to..

I think he will be impressed with Japan's safety measures. His homeland across the pond has loads of dodgy nuclear reactors in much less safe conditions.
