The mission, the second of its kind, which will take place until Dec 4, is expected to include a visit to the battered plant as well as interviews with people in the Japanese government, Fukushima operator Tokyo Electric Power (TEPCO) and other experts.

Just a visit? Only expected!?!?

An detailed site inspection should be on the schedule. How on earth can they judge the efforts without seeing the plants for themselves?

Typical IAEA - nothing should interfere with their mission of promoting the safe use of nuclear power worldwide.

The alternative theory is that the journalist hasn't seen an itinreary, hasn't been told what they will be doing and can't confirm it. So they've said it's expected. Nothing wrong with that and certainly not something to criticise them for.

"The purpose of the IAEA is to promote the use of nuclear energy."

For as long as their are records thinking has been shaped by those who say;

"Trust us we know best"

The last obvious case of this has been the publics fight with big tobacco and fifty years it has taken to get acceptance of the truth. Which was once branded a conspiracy against personal freedom, the irony of addiction lost to the nicotine user even today.

The parallels are obvious as even the same lobbyist are used to promote the whole nuclear industry and its line of 'little risk'. If this was true, why do all the corporate insurers advised by their actuary not offer premiums on nuclear power plants and incident cover? It ends up being a capital cost carried by the community.

Just how conditioned we choose to be is up to us. It just takes due diligence, political awareness of biases in play and hard critical thought.

How do you become a nuclear expert?... By being part of the industry.
