I wonder if the outage has something to do with the effect of Friday's earthquake.
Tokyo with high population density is vulnerable to various natural disasters including pandemics. I suggest that key administrative and socioeconomic functions be decentralized for backups. Digital storage can be relocated in Hokkaido or Nagano where there is natural coolant.

Don’t Japanese rail companies put on emergency buses or provide taxis for ticket holders in these situations as the train companies do in the UK?

Japan has one of the best railroad trains system in the world if not the best, one would expect a normal outage sometimes and could be related to the recent earthquake, I tried railroads in many other countries, Japan is on top for sure.

Yeah, no. This power cut that affected so many key trainlines today basically meant that people were left to their own devices.

I'm sure it will be a short disruption and they will fix the problem quickly. Japan public transportation system is the best I have experienced. Always on time without fail.

I was surprised that such a small power-substation in Warabi (outside Tokyo) could have such a significant impact. Fortunately this incident didn’t occur during a weekday morning commute.

Yrall: Trains here do not have diesel back ups. The Oedo line is not a true loop.
