The saury catch limit proposed by Tokyo was set at 556,250 tons in 2020 

The 2020 catch limit exceeds the total of some 440,000 tons caught by the eight members in 2018,

So, the 2018 catch was low due to depleted stocks, so they set a catch limit far above the catch of 2018? What is wrong with these fools?

Money ! they like money and don't care about the rest... i guess that's quite a common problem.

Saury population is sensitive to climate change, and the output control on catch limit may not so much effective. Input controls such as reducing the number of boats or increasing the mesh size would be more effective.

Mackerel Pike or Sanma locally. Never heard them called Saury before.
