Allowing to reopen? Karaoke bars etc only ever voluntarily closed. And still haven’t received compensation.
“Approval of reopening” would be more appropriate.

The concept of "Tokyo Alert" didn't seem to have any teeth in the first place- either it's a state of emergency, or it's not.
Also the name wasn't that good- what does an "alert" mean in this case, exactly? Once again, using katakana English without clarifying the underlying meaning hurts the effectiveness of Koike's governance.

Actually Japan has done a much better job than European countries and America in containing the virus. It seems to be that they are looking carefully at the numbers before making a decision.

It is possibly due to their only using the drug Avigan, and protective measures, whereas in Japan the drug is only approved where other drugs do not work - The concern is with numbers in double digits, are healthcare workers the ones at risk, (by not using Avigan).

Japan has already proved that most people do not need "teeth" or penalty to do required things.
Alert means that some numbers are above expected levels. Therefore, "Be careful!" People know already what it means to be careful.
It's a simple and effective message.

Japan, unlike China, is not a police state, does not truck every individual's movements. There are restrictions on what government can do in a Democratic nation.

Any conclusions drawn from Chinese numbers are conclusions based on trusting that the CCP is truthfully reporting numbers.
I have a pretty hard time drawing any conclusions based on reported Chinese numbers.

I was hoping to go to my local sports centre.. but they asked me to wear a face mask! WTF I'm more likely to choke on it when exercising in such a center than when walking around outside without !
