How about a map showing where the noisy bike gang members live instead ?

This is crazy. Why in Japan are Children not allowed to be Children?!? These people that complain about noisy children must have forgotten that at one time they were "Noisy Children@. This country just keeps getting worse and worse. The more I read, the more I regret moving here!

There are a lot of other neighbourhood noises that would annoy me more than children at a day-care centre. Children are children! Noisy children are a sign that the next generation are coming through and maybe this is something that Japan and its economy could appreciate a little more.

What’s wrong in Japanese society?

Why is it so difficult, here, to let children enjoy their childhood?

Children spend almost 90% (and more) of their childhood in school/bukatsu/juku, and they are also not allowed to freely enjoy their very very very little free time?

By the way, similar complaints about children are not rare in Japan. I heard about it many times since I have friends working in the city hall. This map just confirmed what I already knew. Many Japanese do not even tolerate the laughs of children.

I looked at the map for my area and there is a RED alert saying that the district is URUSAI (noisy) because “Children are playing tag, riding bicycles, skateboards”.

I am sorry to write again a comment I wrote a few days ago, but:

I love Japan, but this is not a good country to raise children. Too much unnecessary stress for children, too much unnecessary competition……the juku….many insane rules. Children have to enjoy school time and their young age. I am glad that we will raise our newborn daughter in Florence and that my wife (Japanese) proposed the plan. Italy and Europe have many problems, no country is perfect, but my daughter will be able to enjoy a freer childhood and adolescence.

These pathetic complainers should get a life!

We are looking into buying a property to raise a family, and we need to search for a plot of land that is on a noisy main road just so we can have peace of mind and not feel pressured to hush our children every time they have a laugh or cry.

I think the reason why Japanese people are so shy/speak in very low voices is directly related to them being hushed at home by their parents.

My wife is extremely stressed about this especially after our neighbor across the street complained about the noise that comes out during "bath time" Its only for a half an hour a day for the love of Buddah.

I think its great that some kids still play outside. A lot of kids are on their computers inside and dont play outside much.

How about mapping out noisy politician vans during elections and the uyoku trucks and vans?

This being from a country that allows ultra right wing propaganda vans to roam menacingly along the streets blasting out nationalist songs from 8am or inept local politicians standing outside stations at the same time rabbiting on into a megaphone about things they won’t actually do. Tokyo itself is constantly voted one of the noisiest cities in the world. I’m pretty much sure children aren’t a factor in that decision.

Better add the tofu sellers in their trucks, the mountain potato seller's truck, the washing line seller's truck, the firewatch patrols, the veggie seller's truck, the community association messaging truck, the politicians' promotion wagons, and all of the others who use pre-recorded messages to alert the locals of their presence.

Plus the bike gangs, the autobikes and cars with modified or missing exhausts.

Children playing outdoors are quiet compared to these noises.

If you bought or rented a place next to a park or school, factory, airport, etc... Then complain, then that is on you.

But that is not always the case and the article clearly states it is not just children's noise.

My previous residence I chose because it was on a quite no car access road, behind was the old city Library.

I work from home.

Not long after the city tore down the library,

Suddenly it was a construction site and they built a big park less than 1 metre from my back wall.

Everyday, all the housewives would show up with their tiny dogs stand for hours behind my house yacking away while their mutts barked and barked and barked once in the morning then mid day and later at night.

Then the local daycare that had no real playground would arrive, place their portable loudspeakers and play the same song over and over practicing for sports day event or some other event this was daily.

On top of that was the other things like jr high school girls showing up with their music to practice their dance routines, and a whole lot more.

7 days a week noise from morning to night even at 3:00 in the morning with late teens young adults in the park playing soccer.

So we got out, the owner of the house could not get a steady renter since even after lowering the rent

Had the park been there before I would have said, it was my choice, so I cannot complain but it wasn't the same for all those living around that place.

To this day the song Baby Elephant Walk. Still is intolerable to all 4 family members having spent 2 years having to hear it Monday to Friday every day for hours even after I and other neighbours nicely asked the daycare director to change music and lower the volume.

I feel bad for my previous landlord, sweet man, never a problem, hands on if anything happened, no problem renting to a Gaijin.

Now he has a place that no one wants to rent even his own sons family couldn't stand living there.

So there are limits.

I just checked the link hahaha. 5 years ago I bought a house in the middle of agricultural land and sold my "Terrace Mansion" and I never looked back. It is really nice to have space for parking a lot of cars, having a big dog (great dane) and still enough space for the kids to run around and not worry about the neighbors. And it is not in a remote area by any means, there are restaurants, conbinis, schools etc within a 3 minutes car ride or a 10 minutes walk.

Funny how these geezers who complain about the sound of children's laughter never speak up when gangs of bosozoku go roaring through the streets at night, disturbing everyone.

Almost like they know children wont fight back or something.

Also, I've never seen children spitting and urinating in the streets, or smoking right next to a no smoking sign. Or pretending to be asleep when a pregnant lady or someone on crutches gets on the train.

How about a map that shows everyone where the noisy bosozoku like the ride and rev their noisy bikes at 3 am? I'd like to throw an egg or two at those losers.

Case in point: Feb 2 there was a knife attack in Shiga witnessed by children walking to school. He was waiting in such a blind spot for the last the students. An elderly volunteer fought off the assailant with her umbrellas but was slashed and her head bashed in while the child ran for help. He was later arrested but the story suppressed because he allegedly has ‘mental issues’ and ‘rights to privacy’. After hospitalization and evaluation, he may be released again. -

Japan has no convicted ‘sexual predator’ location websites but, we can get this ‘from a private developer’.

Still, *realtors here must disclose IF a house may have ‘ghosts’**. There are* websites for that as well, but no list of convicted pedophiles and sexual offenders.

I doubt many complaint are from just walking home from school!

Just down my street there is a small "mansion" it has a nice big U shape courtyard.

But everyday the children from that place would play and be quite noisy on the road right infront of my house.

So I asked them why they don't play infront of their place.

The answer: because their mothers told them to go down the street because they are to noisy.

No I didn't need to go talk to the parents, other neighbours took care of that.

If your children are to noisy to play infront of your place then people should realise that means they are to noisy for your neighbours also.

The sounds of bright eyed, happy, playful kids should be a source of joy.

No! Perhaps a joy to their parents that think they are so cute but no, not to others and not in certain places.

That is the problem today with parents, they think "oh isn't little Taro cute" and expect everyone around to feel the same. no it doesn't work that way.

I as a single father raised my 2 to respect others and that includes where and when they made noise.

I get tired of parents when in a restaurant trying to have a meal they let their children jump and run around then when asked to keep their children seated they get indignant as if, why don't you think what they are doing is cute.

I like loud symphonic metal I find it a joyful sound does that mean I play it full blast so my neighbours can also enjoy it? No.

Kids generally aren’t a nuisance, amplified sound is a constant pain in this country and elsewhere. I live across the road from a primary school. I like hearing the sounds of the kids playing and chatting, the biggest nuisance is the school’s loudspeaker system, the outside speakers are ear splittingly loud you can’t hear the telly, sports days are hellish. When the neighbourhood association complains they turn it down, a few weeks later it’s loud again. A constant game.

I think u all need to go to London and try to sit in the passenger bus in the morning and evening when bunch of colorful students swarm and buzz so loud that you'd rather take a long walk.

they sprayed some insecticide indiscriminately and it was everywhere and came inside. Second, during some times of year they used some noise making machine to scare away birds that sounded like a shotgun. I almost went insane for lack of sleep.

Yes, the shotgun sound is a bit annoying, but they use it only around sunset and not so close to me, mostly I dislike it because I like the sight of the birds around. I have noticed the spraying as well we are fortunate that the land right around us is mostly unused, but there are times I see them spraying the fields and it is scary for I have no idea what they are. One part that was almost a deal breaker was the distance to the elementary school, a good 30 minutes walk, but the kids seem to enjoy the walk.

The noisiest stuff at schools and daycares is what comes out of the loudspeakers, not the kids.

Wanderlust got in first, but the loudest thing of all is politicians at election time. You could colour in pretty much every road on the whole map in with them.

That's the reason why our day care has several big signs at the entrance asking parents to be quiet and "mind the neighbors". Our neighbor, a 60s something lady who smokes all day long and doesn't greet anybody, complained that our 1 year old was crying. At noon. My wife had to restrain me.

Yep, it's sad, but there are plenty of selfish people out there.

The park story is completely believable and again, the thing that stands out is the loudspeakers. The expression "noise pollution" exists for a reason. My kid's school is 2km away but if I am outside, I can hear the chimes. There is no reason for them to be that loud. It is not a sign of the school being "genki" and if anything just reinforces the idea of the school as a boot camp or prison.

The best thing is to move into a neighborhood that have other young children living, particularly in a fairly new neighborhood. I don't trust main roads because there are many unruly drivers that could care less about the neighborhood being residential.

On the one hand, the sound polution in Japan is terrible. Starting by unnecessary sounds like when entering a konbini, or when car garage cars open (I mean those beeps before the announcement 車がでます、ご注意下さい), through restaurant entrance noises, guys or ladies standing in front of izakayas and offering cheap 生、 TV channel "manga" sounds. And because there is already so many, people tend to not notice them, so new, more louder sounds appear and this increases. And then you have various cars with comercials (mostly with ladies on the banner), blasting it to the extreme. Oh and don't forget, ear splitting cars appearing just before elections, starting from early morning. How about パトカー having it's sirens on at 3AM in the morning, going through the street to a crime scene which isn't even close. When I came here three decades ago, I lived across a pachinko parlour and despite being "sound proof", you could hear the noise from inside. Even with TV on. But yeah, lets ignore that and make children a problem..

I love next to an elementary school and the sound of children us a naru and joyful thing.

Your right to peace and quiet needs to be limited by others' freedom to express themselves in a reasonable manner. And that includes allowing children to play.

Japan has no nationwide ‘sexual predator’ site like in most other G7 leading industrial nations but we can get this from a private developer.

Me too. The stares are the worst.

During the first lockdown, the ojisan loved that ‘kids were confined indoors’ so they could speed around in their Kei-trucks to the combini for cigs, g-mags, a can and a ‘short stop’ at pachinko while obachan was stuck ‘supervising the homework’ while mom and dad ad to keep working. .

A little add on to my previous comment.

At my previous residence, two houses over was a retired couple, both former school teachers, they bought their place specifically because it was a quiet location and figure with a library nextdoor it would remain that way.

I was renting as soon as I could I got out of there.

They now have to live out the final years of their lives with the same noise they had to work with for decades.

Selling their house isn't really an option because no one wants a house where a noisy public park is basically in your backyard, not even people with children.

I want the maps to show where old oyaji and obahan mull about and scream at kids being kids -- mind you, that would cover all of Japan... you know, the world's leading nation on the problem of aging population and declining birthrate, as well as it's extreme lack of support for children.

I would say few.

Read some of the explanations for complaints.

Most where I live seems more like caution for parents than anything else.

Saying things like very busy road, no place for children to play but on the road, dangerous for children.

Others point out the red light district as noisy not safe for families.

Many regarding parks point out that despite playing sports like baseball and soccer, people do it anyway causing damage to homes next to the park and making it not safe for really small children.

Most I have read in the past few hours are fairly reasonable.

Picked 2 random complaints no idea about the area.

1) neighbourhood association regularly has meetings then stand in the road Drinking talking loudly late into the night.

2) Children play on the street placing plastic sheet on the road using water guns running thought private property, people's verandas playing hide and seek knowing down laundry, etc...

2 totally random and they seem very legitimate reasons to complain.

Agree with @8:32a paraphrased: “Our right to freedom to express ourselves“ is fundamental to every society.

My biggest complaint is how narrow and uneven the roads are and the lack of pavements/sidewalks. When cyclists, schoolchildren and other pedestrians try to pass each other, it can be dangerous when the roads are busy. That's why I hate cycling when the schoolkids go to or leave school, but I'm not blaming them.

Did you go to the site and read the explanations why xyz place is on it?

At least of those I read just noisy children were very few (actually I only found one).

Most were noise coupled with far more. Like playing baseball, soccer, skateboarding on to people's property, etc..

In compact Japan hitting a baseball in a regular size park is not a good thing.

The house I was renting had 2 windows broken, by baseball and Soccer balls, the children ran off the owner had to cover the cost.

Someone hit the exterior wall with something (probably a baseball) and broke the siding causing water to get in the wall and again not knowing who the landlord had to pay the repairs.

Oddly enough their are cameras in the park, no one seems to be monitoring them and when the owner requested that the police use the surveillance footage to find who caused the damage the city refused citing privacy concerns.

So why have them.

They're secondary school children, rather than primary school children. Makes a big difference.

People in a an aging society with a declining birthrate complainig about noise from children is so sad. Why don´t the complainers move to one of those many country villages where the entire population is 80 and over? No chldren noise there.

The story seems very one-sided.

Not sure why the author chose to focus on the children noise angle as if it was the main reason for complaints.

Just wasted over and hours looking through the website for complaints only about children playing and being noisy and only found one just one.

All the rest that concerned children was noise and problem activities like baseball in tiny parks, property damage.

And many had to do with noisy drinking establishments.

I've gotten into arguments at art museums and jazz clubs because my 9yrs old son was there. He wasn't doing anything wrong. Just his presence was enough 

Really? I have heard this many times and it seems more often than not when I hear the other side of the story it is usually very different.

I used to hear this all the time by parents if my children's friends then when I asked my children who were there what happened they would tell me it was not so black and white.

Before taking the article at face value I suggest going to the site and reading the complaint.

If you don't then you really don't know what it really says.

3) pick up drop off place for preschool. Parents stand around bicycles blocking the way chatting for a long time not moving out of the way of pedestrians. Car block the road as the parents chat.

Seems it is more a complaint about parents than the children.

4) Children playing ball in tiny park where it is prohibited causing damage to nearby houses no parental supervision. Dogs constantly barking all day while the owners stand around chatting.

Again not noisy children but destructive behavior and again noisy dogs ( so seems my old residence isn't alone).

Again just picked the 2 first random complaints on the site.

Go see before making it sound like people are mean to children.

I can understand the frustration of the noise for some people, especially for those in crowded, cramped cities. But as others pointed out here, kids are kids. The sounds of bright eyed, happy, playful kids should be a source of joy. It is to me, and I have to put up with it for hours each and every day!

Did you actually checkout the site?

I quite enjoy the soundscape where I live, including the tofu and yaki imo sellers.

Indeed, the sound of children playing is the sound of life. 

So is the sound of construction. But if you had construction going on infront of your house every day with no end you would not be pleased.

Again I raised 2 on my own, my children when they were young their antics were funny to me, I found my children cute, funny, but that did not mean I expected others to feel the same.

When out I made it clear to them what I may like about them is not for everyone and whether I am there or not they were to behave respectful and that includes not disturbing others.

I have an antique and restoration business.

I would regularly tell people with children I don't let children in, and they go ballistic.

So I came up with this idea. I have a contract, they sign that they will take full responsibility for any damages and I need a credit card.

Funny no one has ever been willing to agree, preferring to not come in or leaving the children outside.(usually one parent stays with the children)

I am not a creep, I usually give the children a cool drink in summer or hot cocoa in winter, free. Yeah usually a little snack also if the parents permit. Alway have plenty of snacks as a care centre for people with mental disability I is a few buildings over and they walk by sweet as can be and I give them a treat. And most of the neighbourhood children how's parents I know permit it.

But there are places children don't belong and despite the snacks drinks and even liking most of the local children I will still not let them into my store.

I completely agree with you about rowdy and undisciplined children. We shouldn't have to put up with that. Maybe I should have clarified my statement by including 'well behaved'.

Seems far more than children making noise.

Many are about loud drinking in public, plenty about noisy Dogs barking all day. Housewives standing around chatting, blocking the sidewalk and road.

But hey the article say children so it must be that.

As antiquesaving says, most actual complaints on the site are not even about "noisy children". That's just an easy clickbait title that feeds into everyone's preconceptions.

I think it is also overstated that the lack of childcare in Japan is down to old people complaining about noise from children. This may happen in the odd location, but will not be applicable in every case as the media have been suggesting. A major reason is local authorities cannot afford to pay the large subsidies required to provide more places than they do already. Cost cutting is why lots of preschool teachers in Japan are non-regular employees on pitiful wages like 150,000 a month for a 50-hour week. With wages this low, a further problem for hoikuen expansion is a lack of teachers....

Now that you wrote all that.

Take the same time got to the website and read the complaints.

Very few I have read complain about noise from children.

Most complain about destructive behaviors.

A lot complain about people standing around chatting while their dogs bark.

Far more complaints about mothers just blocking sidewalks and roads standing around talking and ignoring their children.

( See that one far to often mothers yacking away while the children complain they want to go home)

Again the article is very one-sided and I am not sure the author actually spent any time checking the site.

The title is just JT clickbait. Most of the complaints are about people in general who are causing problems by making noise in the streets, parks, blocking sidewalks, etc. Very few are about noise being made by kids at school.

Some of the complaints aren’t limited to just noise or children; a quick look shows complaints such as “children vandalizing flower beds” and “groups of teenagers skateboarding late at night.” However, the site’s creation was tied to grievances about loud children.

What about areas with wanna be bike gangs, old men yelling, housewives cackling, construction workers at night, drunk salaryman, etc etc..............It works all ways.

Or basically anywhere in a major city.

Dumbest thing ever.

At a time where Japan's population and birth rate could nosedive even faster because of this pandemic, you should be treating those noisy kids like they're made out of gold. I'd rather have a lively and slightly noisy neighborhood than a place that's quiet enough to hear your analog watch's second hand tick because there are no kids living there. I get that senior citizens see children as a nuisance, I do sometimes too, but without them, where would Japan be a decade or two from now? That map is an indicator just how backward thinking some people are. They complain about the declining population and yet they encourage young people to work long hours and despise children.

This is Japan,another dark side of a country that doesn’t allow it’s little children to be free and fully enjoy their childhood.

I didn't picked 4 random complaints didn't pick and choose not one was actually about Children's noise.

But seems no one cares about the facts.

The main noise problem where I live is caused by the city making unnecessary announcements and so on, telling kids at 5 pm it is time to go home and that sort of thing. Kids themselves are no problem.

Where I live there are many hills. That makes the city office noise even more annoying. There are so many echoes from so many speakers that no one can understand them.

Once I called the police to complain about noise, but they refused to do anything. At regular intervals even after midnight the city was broadcasting election results over the city speakers and waking me and presumable many other people up.

First of all, respect to you for raising your kids. Secondly, I agree about the loudspeakers and baby elephant song, but that is a different issue from the sounds of playing children!

How crazy is that? Those complaining people were loud themselves when they were children , and also it keeps oneself happy and young in mind or at heart , to hear and see them all noisily playing or doing other funny games and stupid things...lol

Sociaty has become, or is becoming less tolerant everyday. I live close to a hospital, although the ambulace crews have to use the sirens, they use them sparingly in the built up areas especially at night time, ( thank goodness) as every one will be a wake 24/7. so the guy whos developed this web site, I wounder how many people have complained about the noise from there local hospital traffic, or police station, or fire station.

The Asahi Shimbun itself may have developed this web site and report as news.

I am not annoyed by noisy kids, I am annoyed by their parents who think their kids can do whatever they want just because it is so kawai….

Probably, these people couldn't enjoy a happy upbringing. This always has been a matter of luck.

I know already this will be an extremely unpopular opinion, I am used to it, but I really don't want to be anywhere near kids. Obviously kids are going to be around, but the further I can stay from them and their families the more comfortable my gf and I would be. Next time I move, this is probably exactly the kind of resource I would be looking at to help decide location.

I think the map is generally a good thing for both parents and childfree folks though. Those of us who are childfree can use it to find neighborhoods that fit our needs. Like the article mentioned, parents can find areas where people are less likely to win. It honestly seems like a win-win for everyone, not only childfree families.

This goes to show that urban society in Japan (and elsewhere) has no place for children. They are expensive pets that need more caring for than the average dog or cat. So stuff them away into daycare centers until they ready for elementary school. And tell these socially useless creatures to, shhh, be quiet so the adults can hear the rustle of the sakura. Unban society has little tolerance for human sounds.

Childhood has aways had in hard. Agriculture families tried to make big families to have beasts of burden in the fields. There are no fields to speak of in cities. Children are an alienated underclass. Like any underclass they are disdained. The cries of children and the cries of no power.

Man, for a country with a meteorically plummeting birth, people sure seem to hate kids. Then when this guy is an old prune, he’ll whine that no one is paying into his pension.

What is worse, kids making noise outside, or kids that never go outside and make noise all day long inside?

What is worse, a dog barking outside all day, or one that barks all day and night inside, and when you call the police, they tell you the dog is inside and there is nothing that they can do...and then tell you that you are a stalker as you pointed to the room where the dog was doing the barking and the window is open.

What is worse, the kids screaming in front of your home because their parents hate them, or your own kids screaming i. Front of somebody else’s home because your own kids annoy you so much you wonder why you even had them.

Its either you are in our you are out. Kids go to school if you don't get good grades you can't get into a good high school from their a good college from there a good paying job. That is mental failure right there!! I blame the parents because the same thing is taught over and over and over. Then they women wonder why they have no rights when they treat their sons better than the daughters. She has a mind set to go to college graduate get a job find a husband in the company then quit and become a home maker. Wow it never changes. The men go to work come home have no communication with the kids everything is left up to mom and we read daily where a kid has killed one or both parents . Its a messed up psychological system. Now the old birds are saying the kids are too loud, why not move to the woods that why you can hear the loud crows and the bugs buzzing!! I suggest the old birds turn the hearing aids down let the kids have laughter so they can remind the old birds how their lives use to be.
