While I agree with the sentiment, I disagree with the statement. I'd happily let cats scratch me all day long at 3 million a scratch.

Does 3.2 million heal the wounds of a person forced to be sterilized by the state?

The answer is NO.

The compensation is woeful ! The state should be sued for millions by each victim.
