It looks to me like ordinary Japanese people praying at a shrine dedicated to the war dead, very possibly their relatives. I really must go there one day.
I never new some of my grandparent due to WW2 so i can understand and empathize with relatives finding some peace in such a visit. But milking it for political gain seams childish and fickle and just a way to appease the right, especially if done by a statesman or his other half for instance. Next time im in Tokyo im going to visit just to see what kind of reaction i get as a gaijin visiting. As a race we (humans) rarely learn from out mistakes, lets hope this changes soon or we are all fubared Peace to all.

Wife and I go there whenever in that part of town. Nice place, quiet.
