No that's incorrect. It's not that they don't apply to the islands, it's that they are exempt under the declarations own wording.
Russia s in violoation of the the Cairo Declartion which states that "The Allies are not fighting Japan for their own territorial expansion:". The United States returned Okinawa to Japan in 1972. Why are the Russians still holding onto the southern Kuriles when they are exept under the Cairo and Potdsdam Declarations?

Maybe Japan is the only reason to have diplomatic relations with Russia it is the Kuriles. If it were not for the problem of Smoking, Japan would have refused from the diplomatic relations with Russia.

Unfortunately for you and your comment about Japan losing the war therefore giving-up on the northern territories, you have hit the nail on the head as to the very reason why Japan should not give up their reclaim on the northern territories. Yes, Japan surrendered and ended the war on 15th August 1945. The Russians (no surprise to their dirty tactics on a surrendered nation) then invaded on 18th August 1945. The northern territories had been Japanese territory and were not taken by Japan as part of world war II. They were taken from an already surrendered nation, which just about sums-up the Russians, in 1945 and in 2012.

Too much reading Washington Post? But I agree, I also do not see why they should make a photo together smiling. With such a level of brainwashing in Japan and anti-Russian sentiment, why talking to Russians at all? Also ignore China and South Korea (also APEC members) and Taiwan to boot. Let these under-states band together if they want.

Diplomacy or not, I would feel ashamed to be pictured smiling with Putin. Political and religious persecution in Russia, along with mafia controlled business. Opposition members are arrested purely for being the opposition. Not to mention the stealing of the northern territories. Shake his hand if you have to but avoid the photos and if you have no choice make your displeasure visible.
