Looks like they're practising driving "on the right" for when they go abroad...

Always a bit disconcerting without contrasting coloured tarmac or lines. A bit like driving boats (in which craft must stay on the right side, give way to the left and so on)
I wonder how business is for tow trucks around this beach. For instance, "That will be 5 oku yen instead of the usual 5 man to get your stuck car off the beach before the tide comes in!"
