This seemed very unnecessary, couldnt they have just set out fines for whoever goes there?!

They don't have the legal power to give fines. Also I think people would just be dumb and go anyway, it doesn't seem like the state of emergency is being taking particularly seriously

Like for the two people in this photo? One in front of the camera and one behind, taking the photo? What could they be fined for? There isn't a law or bylaw that they're breaking. And according to JT readers who live in the area, there are too many access points to try to set up security guards or police to enforce the people "stay away" requests.
