Here is a "Don’t do this" sign in front of an escalator at Roppongi Hills in Tokyo. It’s easy to understand no baby carriages and no wheelchairs, but what is the third sign with people going up and down the stairs about? Don’t do what?

In a remote part of Nepal, a small 2-story shopping centre had an escalator. They had a "helper" there to help people get on and off if they'd never seen one before. The helper was busy.
I've helped a friend with a "sports" wheelchair use an escalator. He played wheelchair basketball with it. The typical, monster, heavy, style chairs mean hunting down an elevator. https://ablethrive.com/travel/using-escalator-wheelchair has videos going up and down.

There is no problem at all with either buggies or walking on escalators. The only one that would be unsafe is wheel chairs.

i once have to stop an obachan trying to ride the escalator while pushing an old man in a wheelchair...and she just won't give up so i ran to the ticket gate to bring somebody to stop the madness

It's not exactly rocket science. If someone cannot understand it then perhaps they should not be out while unsupervised.
