They should have visited Okawa Elementary School in Ishinomaki and heard about what happened there.
That borders on a crime IMHO... google it if you don't know the story.
If I were a parent of a child who died at Okawa Elementary School I would absolutely sue the Local Education Authority, local government and national government for the loss of my child... they bear responsibility.

She probably just got off a 14 hour flight, plus another 3 hour ride from Narita, not too mention she's probably 6 time zones from her own, I wouldn't blame her if she was passed out cold.
