In the UK local councils can set a limit on the number of dogs that can be walked at any one time. Four is the usual limit.
Four may be a handful if you encounter a Rottweiler that has slipped its lead, as my neighbour's used to. She was a playful, friendly dog, but having a fully grown Rotty bounding towards you barking her loud, throaty bark at the chance of making a new friend was too much for some folk. Those walking their (inevitably smaller) dogs didn't always respond well.
It's possible that the photojournalist asked him to remove his mask for the shot. If you are going to get snapped for your moment of fame, most of us would briefly oblige. Nice to see everyone else masked up. You see more masks littering the streets than on peoples' faces in the UK.

It looks like the circle of 14 dogs is giving him plenty of natural social distance.
I don't wear a mask when I take the dogs out, because they give me plenty of social distance. Except on the days when we have a shared walk with the Shiba's best friend Shih Tzu, then the mask is a necessary evil.

The two on the right by far the best. If you see a man walking any of the others down the street you know his better half has sent him out to do it.

I don’t think he does. Are you familiar with how photographs work?
Of course you had to try and dismiss it.
But if you could please explain how it is unrelated to mention that the subject of this photo is the only person not wearing a mask, in one of the busiest places in Tokyo, in a pandemic, in the host city weeks before the largest event in the world.

I'm not really fond of dogs (I'm more of a cat person) however, you got to admire his skills, I don't think I would be able to walk that many dogs without ending up with a tangling mess.
Of course, you have to had the JT mask police not minding their own business coming to comment on an unrelated article.

I actually filmed this guy on my Youtube channel in Omotesando a couple weeks ago!

I wish I had more faith, an inspiring wonderful photo, a moment in time a guy with fourteen of mans best friends transverses across a busy walkway.
So shame on me to question whether AP set this up?

Cleo, Yes I caught the strap.
Obviously, dog walker Nobuaki Moribe, has a plan of action.
I am stumped as to how and maybes.
I have a trowel, toilet paper and bespoke bags.
I have my spray stuff/water for the number one, children walk to school and some what to say hello.
I just struggling to get around the 14 dog thing.

In the photo you can see a strap across his chest, probably leading to a pooh bag on his bum.
Can’t say I’ve ever felt the need to carry a shovel, just lots of toilet paper and plastic bags.
Mine do the deed in the garden before we set out. The Walk is much more pleasant if you’re not carrying a bag of stinky offerings around with you. I still take the pooh bag with me of course, because the one day you don’t is the one day one of them decides they need to Go again.
Lady here, my current dogs are 15k and 35k, definitely my best friends. I wouldn’t refuse house room to a smaller dog in need of a home, though.
A big man walking a teeny liddle dog is a heart-warming sight in my eyes.

@bucks
Yeah and those 2 are from the very right. They're the only real dogs there. Man's best friend. The others are doozies for ladies.

Good spot, Cleo, the nappies certainly cover the pee.

I feel desperately forlorn for our canine companions, you cant choose you so called owner.
Just a thought, how does the grinning, look at me, Mr mask-less pick up the doggy poo?
I don't see a shovel, plus the obvious fact that he only has two limbs that have 6/7 dogs attached.
So how does that work?
My Soy, and Bailey are exercised twice daily, Early in the morning and dusk. I enjoy the exercise myself.
They poop twice. I have a satchel and doggy bags.

Poor dogs are the last thing on this peacock’s mind.

His photo was widely circulated, on JT too, last October. He wasn’t wearing a mask then either.

Omg! It’s ‘them’! Both ‘him’ and ‘her’! (She’s behind him.) We all know and love ‘her’. We don’t know him but he looks like a nice man. We hope they’re happy together.
Desert Tortoise
I know. I love my walks with my doggies. But there are times when I have to travel and can't bring my best along. Then I pay a friend to stay in my home with my doggies when he's off work, walk them and keep them company at night.
Desert Tortoise
One of the humbugs of nature is that the smaller dogs live longer than the larger ones.
Desert Tortoise
i laughing at the thought of what happens when one pees and all the rest feel that irresistible canine urge to pee on top of the other dogs pee.
oldman_13
Behind the guy to his right (from our view), that lady looks like Japan YouTube vlogger Oriental Pearl.
cleo
At least two of the pooches appear to be wearing nappies.
One of the major joys and benefits of having a dog is The Daily Walk. What’s the point of having a dog and paying someone else to do the fun stuff??
Nobuaki certainly looks like he’s having a great time.
As for size - it don’t matter. A dog is a dog, big, tiny or anywhere in between.
Toshihiro
professional dog walker? Didn't even know such a thing existed, this is Japan anyway. Good on this guy, get after it! You know, walking that many tiny dogs can only be so much fun until their leashes start tangling or one of them has to go. @Mr Kipling, couldn't agree more. I love dogs that can hold their own against a man-sized intruder, these living stuffed toys are just made to be companions anyway.
Mickelicious
How refreshing to see someone doing a job he obviously loves.
Kumagaijin
You can't do that in Saitama. Only one dog at a time on the paths and no running!
foreignbrotherhoodarmy
Yeesh what’s with Japanese and dogs that look like toys? Creepy
Laguna
My dog, a whippet, walks himself. He'll disappear for a few hours and return: "You won't believe where I've just been!"
Starbucks
There are only two dogs there. The rest yuck.
MrHeisei
Way too many dogs to be able to pay attention to all of them.
Having recently gotten a dog and bringing him for daily walks, I know how much work it is to make sure they don’t eat stuff on the ground, clean up their mess and generally make sure they get the exercise. I don’t see how 1 person can manage this - I think this guy would be stopping every few meters.
All these dogs look cute though…
Gorramcowboy
Left foot in front of right. Right foot in front of left. Pretty tough but think I got it...
Am I a professional dog walker now?
InspectorGadget
I wonder if he has a 'designated' power pole on his walk that he has trained all 14 dogs to mark.
Mr Kipling
Dogs? Fashion accessories more like. None of those look like they could hold their own in a fight with a badger!
luthierinseattle
What, no mask?! Must be a member of the IOC!
oldman_13
That's way too many dogs at once, I wouldn't trust a dog walker like that.
jojo_in_japan
Wonder when we'll read or see in news Japan's first dog kidnapping hand ransom case?
