Dog germs, yucky. Dogs use their tongues as toilet paper. I do not mind petting a dog but not with my face.

She should've chosen to wear a short black jacket and let the boots be the focus of her ensemble, the first part being finding boots that fit her. All in all, her look isn't working for her and neither is the dog's. If I'd hired her to be at this ceremony, I'd withhold that check.
