Tokyo Gov Yuriko Koike participates in uchimizu, a Japanese water-throwing tradition, with several company heads and other city officials at a summer festival in Tokyo, on Friday. The festival is held to help cool down the sidewalks and streets.

This is such a daft practice. It doesn't cool down the street at all. It just creates more humidity. If it is done in the early evening it does have some effect, but doing it through the day is just stupid.

what better way to fight the humidity than by doing something that makes the humidity worse! opposite land!!

Turning water into vapour requires energy, which is extracted in the form of heat from the ground. So it does work to cool, even as the humidity increases.

Old tradition dating back to the days prior to pavements, part was to cool down other to moisten the dirt so it doesn't get stirred up by the wind dirtying clothes, etc.

It would be less wasteful if they could somehow use dirty water, eg water collected from shower, bath, washing machine, etc.

Hang on, I've just realized, hasn't it been raining these past few days? It's like washing the car, one hour before it rains.
