It's an advertisement for a dinosaur expo, but it does look like the dinosaur (Tyrannosaurus Rex?) is showing interest in what the gentleman is doing.

Actually, "kimi hashire" is more like commanding the reader to "Run!" -- to the dinosaur exhibit! Posted near the seats, Rex seems to be saying, "I'll do the sitting around here." Very clever.
