And, what's wrong with that? It's not exactly a public park.

Edit: Oh, I see there is one couple perched against the railings. I've tried sitting there myself in the past, it is not comfortable at all!

Every single person in the photo is either walking or standing. They have no choice as there is nowhere to sit. With the exception of a few benches over by the Sakurada-mon Gate, that whole area around Nijubashi, and all the way round to the East Gardens at the very least, is completely devoid of seats.
What does that say? A place with no seats for tired tourists, for the old, for families, is an unfriendly place. It is saying "do not linger here, don't get comfortable, stay on your feet, take your pictures and move on, you are not welcome".
