It's legal and they have events almost every weekend, but you need to have driver license to operate them.

@sensei258 @Strangerland @smodgy @keitai: 100% street legal, the use the mini car plate, 50cc engine max, I own a street legal ATV using the same plate. Yes I've been pulled over a few times by clueless cops, one even yelling at me.
The law is that any vehicle that has a 50cc engine with a front light, indicators and break light that can stand up by itself (ie. not a bike) can get this plate. Ever see one of those delivery bikes (50 cc) and the guy with no helmet and a light blue plate... registered as a mini car.

They have license plates on the back. Saw them driving in Hiroo and Shibuya and thought the same (how can these be street-legal)

Yes. their website says street-legal ("Rent a Go-Kart on the plublic road") but whether they are street-sensible or not is debatable. It can only be a short time before a kart and its driver disappear under a truck or bus

You'd think so, but I've seen them driving on the streets. Somehow they are getting away with it.
