Looks like they captured the Japanese method of driving pretty well in that shot.

Sit and wait for the oncoming traffic to get within 2 meters of the intersection, then dart out suddenly and hope for the best. If successful in avoiding a collision, drive at 20kph for the next half hour.

Driving a private car in the 23 wards during daytime is a great way to waste your productive time. Say, are those cars designed to switch the engine off when the wheels are not turning? because it will save you a lot of fuel in Tokyo.
