looks like pachiko training. Where you win a prize like a key chain, then go to another booth to exchange the key chain for money. Because the two processes are split up its not technically gambling even though it is. This just looks like the same thing. Get them used to it while they're young and they'll not give it another thought.

We call them "grab bags". What they're doing is the inevitable result of taking a chance on what's in the bag. Of course, the bags for the most part will contain the surplus merchandise that nobody has been buying in the store, with a few high-value items thrown in to pique their interest.

Many just bring the crap they got stuck with at Christmas or earlier and just play fuku with that. =It is a means to an end for unwanted stuff. Someone's unwanted can be another's fuku it seems.
If your girlfriend comes back from one of these with a style that is >3 yes old (unlikely a store item) -just tell her she did real good on her fuku this year.
