I used to know a bloke who put exactly this kind of mask on in busy places. He thought it was a hilarious joke, to show that Japanese people "never say anything". I pointed out that I'd like him to try a similar cultural experiment in Bogota, or Manchester.
The kind of person who does this is the kind of person who describes himself as "wacky", and, regardless of how humdrum his daily occupation, tells every new member of staff "You do realise, we're all completely mad".
It's generally a very good indicator of an extremely dreary person.
When people start using and sharing those things, all you need is one person with the typical rotted gum syndrome here and things start to really smell. Be careful if someone gives that to you.
I see guys like this on the Yamanote line sometimes. Drove one crazy by snapping his photo. He had no peripheral vision and couldn't tell where the flash was coming from, and I immediately concealed my camera and feigned disinterest every time I snapped his pic. It was driving him crazy and I had the other passengers in stitches.
