Surprised that these documents are not shredded first - there must be a treasure trove of receipts, contracts, deals, gifts, donation letters, bribes, and other papers describing shady dealings amongst them - a real investigative journalist would be there at once...

Hallways seem to be comfortable place for homeless people to sleep with papers. These should be available for them.
