Is a license required to commercially use the image of QEII like it might be to use Mr Ohtani's image?

I think it's in very poor taste to suggest that the late Queen Elizabeth be used as a "person of the year". She died. Show some more respect.

You wouldn't do that to the late PM Abe who also died this year. Would you?
