Good for them. In the middle of this extremely crowded but isolating and lonely city, someone is offering a little human warmth and compassion. We could use a lot more people who take time out to share some humanity.
If she's using romaji for katakana, 'free' is misspelled. If she's using English, like the man is, 'kisu' is misspelled. As she's using Japanese grammar, I suspect it's 'free' that's in error. Well, that's my indepth analysis anyway; more after consulting with a GABA instructor.
What if one of those satanic death breath salarymen from the morning commute took her up on her offer... Eww! She would be scared for life. If you live in Tokyo you know exactly what I am talking about.
They were there (dressed the same) about a month ago. Same overcast sky. This might be a photo from that day. Lots of people were getting the cheek kiss and/or the bear hug. And then a handful of supporters ran around getting the kissee/huggees to sign a waiver. It was all being filmed. Not sure what for. Some friends of mine signed the waiver, but I didn't think to ask them if it gave any information. Too many other things to do on a Sunday afternoon in Harajuku/Yoyogi Park.
I'll bet that during the daytime no guys would take her up on the offer, but come night time after a few drinks at the izakaya and they'll be lined up for blocks! Probably some with cash in hand too. Great idea for raising donations for Tohoku.
@Borscht... it's pretty obvious she combined the two as if she doesn't know much Japanese... she put Kisu in Romaji then put free in normal English... nothing is misspelled and it is correct... and since i live in America and English is my language.... no GABA instructor needed

I think they are part of an international raver cult. I saw a similar setup before Christmas in Namba, Osaka a couple of years ago. The girl--Asian--had a santa hat, and the guy (bodyguard/boyfriend/pimp?) just hung around in the background holding his sign. I saw an entire group of junior high school boys on a school excursion get hooked up with free hugs--the best example of Christmas cheer that I've seen in Japan (yes, it beats munching on KFC at home).

And yet oddly enough everytime I go out I meet Japanese men and women in desperate need of a good hug and even asking me for it! I have lived on 5 continents and I have never encountered a country in more desperate need of a good hug than Japan.
