Go to a capsule hotel for 2000 yen. There are dozens around there. Hell even a net cafe would be more comfortable than on that station floor.
I had some experience one time.
But at that time, millions of other people had the same idea to go to a capsule or other kind of hotel.
Therefore all full.
And many of them refused guests, because no electricity.
I walked 2 hours till my friends place and could sleep at his place.

Perhaps @lucabrasi 6:26pm “Nowhere to Go” because the J government hasn’t restarted that program yet and hotels in the city, as they are, are horrendously overpriced.
If only one of the locals had an on-call RV and driver, this poor soul could have been taken in for the night?

People need to be prepared at all times if they chose to live and work around Tokyo! Earthquake, Tsunami or other forms of disaster can strike anytime and stopping all public transportation instantly. Seems like people have forgotten 3/11 easily and became too relaxed! Keep enough cash at hand or in the office lockers, emergency food and drinks, a pair of sneakers for walking long distances in such cases.

Misinformation?…**** @ShinkansenCaboose 5:02pm** - That’s obviously the exhausted man’s ‘smart phone’ and those are two of his shoe laces, NOT “noodles”. - Poor soul. It was an exhausting night for many*.
More concerning is the nearby drain bucket at the bottom end of the clear hose hastenly taped to that column. There are many dangers of electric shock and flooding after earthquakes.
Wishing for everyone to please stay safe and please, do our best to consider others.
