One would assume that they themselves are Chinese, and fear for their families in China.

They fear the Chinese?

Yes. And they have every right too. Many pro-democracy protestors in HK are covering fac with masks too, as there are tens of thousans of CCTV in the city for the horrible police to identify them and take revenge. There is every chance Communist China has spies on the ground in Japan to try and report these men.

I support the Uighurs 100 percent in their fight for freedom. They are persecuted by the Communists simply because they are Muslim.
