By cordoning off what is usually space, they seem to herding people into smaller spaces. that's just the wrong thing to do.

However, it is always a favor tactic of Tokyo's authorities -- in Yoyogi park every hanami they deal with the crowds by closing the side park entrances, funneling everyone thru a small number of main gates. It makes no sense to me, but TIJ.

It's difficult to tell from the photo, but it looks like they are forcing everyone to walk on the concrete roads, rather than in the open areas, which would be the opposite of social distancing.

Hopefully, they'll do the same at Inokashira Park where for once it'll just be beautiful sakura blossoms without giant dumpters of garbage generated by Omiai-party-goers blocking the view.
