Maybe it's by satellite. A very picturesque view to say the least. This would make a great picture for a jigsaw puzzle.

I guess it's a drone. That area is mountainous and will have elevated viewpoints, but probably not at that steep an angle.

Japan is so green and mountainous that it looks amazing from the air. Even the monoculture conifer plantations, an environmental problem, look good. Stand along that road though and there'll probably be power lines and excessive signage (for ski-related tourist businesses) and closed up businesses and it'll all look a bit run down.

I was just trying to put that hypothesis to the test using Google earth. Couldn't find the exact spot, but yes, it looks just like everywhere else in inaka Japan, just more overcast because it's Niigata.

I found it. It is a nice looking spot, but there is a 30+ story manshon sitting right about where this picture could have been taken. (average unit price only 5 million yen). Looks completely out of place, because the village itself is nice and quaint.

In the winter its a very cold deep snow place with ski slopes. The place is very modern, tidy and clean. Modern houses. Farming community in the warm months. Skiing in the cold. Niigata produces some of the best grade sake.

I've lived in Shinjuku all my life. I try to imaging what it would be like to have grown up in a place like this. It is certainly beautiful, and the houses are very big compared to houses in Shinjuku.

We live in Tatsuno on the beach in a 6DK house for less money than a one room apartment in Shinjuku.

If only I could make a living in a place like that, without having to commute packed with 400 sweaty salarymen...

I've skiied at Kandastsu a number of times, plus other nearby hills. Apart from the mountains, very little of the region is easy on the eye once you're at ground level.
