Crows are actually quite adaptable and highly intelligent so a scarecrow's effectiveness at scaring birds is quite limited and replaced now a days by other methods of keeping crows away from crops.

Kagashi with one foot (ippon ashi) stands at the growing rice field to chase sparrows and crows away in old time. There was a song about scarecrow. One foot scarecrow inside mountain. There is nothing but standing alone. That was before we were forced to sing militant propaganda songs.
