This scene is much more beautiful in the spring or summer when the green leaves are out, or in autumn when the red, orange and yellow leaves are out, and you don't need to wear a coat, hat and gloves.

"adjust the white balance"??? WTF???? Do you still take pictures with a Polaroid, or what? I suppose if it were taken in black and white you'd ask them to adjust the color? Just cuz you paid a whopping 7,000 yen for that P&S camera on your last visit to China, does NOT make you a photographer.
Whats funny is, I was there this morning...and there were at least 20 people in that exact location taking that photo...and countless more photographers around there. Its a nice spot, I actually had to get out of their way while shooting a video there this morning..you can see a shot right across from it.

Geez, dude, chill! I don't even know what the heck you are talking about, 7000 yen camera in China??? It's a color photo, most likely a digital color photo, and unless the photographer meant for a blue cast the white balance is off on the picture. Learn how to use a camera.
It's a nice looking photo. The composition is good. It's not meant to be "art for sale" quality although with a few tweaks in Photoshop it probably could be. What are you complaining about? It's a nice pic and it is pleasing to look at.

Unless of course muted colours are what Ametanisan was after :-) Personally I think the blue cast works well with this image. Just my taste, I guess.

I have to agree that Osaka is the ugliest city I have every been to. There is beauty in Japan, but sometimes you have to dig a bit to find it.
That said, this IS a gorgeous picture.
