If you think that anyone is disarmed by the bowing you have a lot to learn about the culture here. No one is disarmed, the ritualistic bowing is to apologize for bringing shame on Japan Inc. Somewhere down the line some board member or the CEO will retire to take responsibility for the actions of the underlings, and thing will eventually get back to business as usual.
Dont be fooled by the show, it's for TV and the press, and makes everyone (Japanese) feel all warm and fuzzy inside feeling safe in their cocoon thinking that these "noble" men are taking one for the team, (Japan Inc)

The biggest quality among the Japanese people I like most is that whenever anything wrong is committed, they bow in all humility and say Fukaku thrice in all sincerity which completely disarm the other people adversely affected by such wrong doing.
