I know I’m just a non-Japanese but my economics training says if there is a labor shortage, raise salaries and/or raise hourly wages for part-time employees. The post office could also probably hire retirees for deliveries within their neighborhoods or nearby.
If raising wages isn’t possible (because of the trillions businesses have saved), aren’t other benefits possible?

The small wheels on the vehicle don't look as sturdy as the bigger 2 wheels . . . maybe consider using 4 large wheels for better strength?
