GW: Why? because he has his shirt off? or because he's not taking up a whole bench lying down? I know Japanese guys that take walks near my apartment in summer with their shirts off (saw one this morning), especially along the riverside. I'm more concerned about the person who took the pic (would be nice as in black and white, though).

You can't "cool off" on that beach. No swimming allowed and no shade. You may as well cool off in a desert.
