In Kathmandu, people wear masks to filter all the particles from the air - zero emissions controls in Nepal. They are cheap there - like US$0.50 - US$1.
I have a similar mask, just all black, from the time I spent in Nepal. It isn't needed outside KTM, but it is common to see police and military wearing the masks around the street there - while directing traffic! I have photos. Kathmandu is in a valley surrounded by mountains, so smog doesn't flow out without big winds and rain.
