Does Tokyo Sea Life Park sell its tuna inventory to generate revenue and help fund park's upkeep?

Since the blue and yellow finned tuna are decline, I wonder if this would make a good opportunity to start an active breading plan, IE start breading tuna in captivity but when then get to 50-60mm in size realise them into the sea, this way the fish stocks could start to recover as the fish have a head start in life.
