Maybe she is wearing a "t-shirt." When u get up close u can see that it is indeed a t-shirt? That's what I'm thinking. It's interesting to me that t-shirts are now fashion and being designed when it wasn't very long ago it was extremely gauche to be wearing one in public. Marlon Brando in The Wild One was the 1st person to wear a t-shirt as clothing and that was radical. Before Brandon, a t-shirt was strictly underwear.

Was he/she in the Bomber Man t-shirt in such a rush to get into the boots that the error in not lacing them up, let alone slacks/pants should be OVER the high top boots to most of us? Unless I am wrong?

Yup, the model on the left sure wears that t-shirt well. Doesn't look any better than the ones hanging on the wall behind them. Aren't models supposed to show off the clothes? But, since the vast majority of guys in Japan are built a lot like him, at least they are not over-promising how it will look on them.
