Xi is not here to visit Japanese rank and file,he is here to visit Abe. Xi will be welcomed by Abe

To save the LDP from the disastrous handling of the covid-19 outbreak in Japan (and beyond), Abe should use the meeting to deflect the political fallout back onto Xi, AND make it public so people back in China can benefit from it too.
Else Abe would be showing further weakness, and China loves exploiting weaknesses. Yang Jiechi's meeting with Abe, and his snipe about 'hardship' AND introducing the island dispute into the fray is but a test for the coming Xi visit.

Which airline will take the esteemed leader of China?
All flights are being cancelled...

The problem is that a lot of resources, energy and political attention needed to handle the virus will be redirected towards Xi's visit. It also doesn't look good for either leader if they are having a party while people are dying.

In difficult times like this is even more important to meet and discuss issues and how to handle them.
Fear mongering, racism and bias won't help fix this issue, won't help Japan's interest, relations or economy.
Fighto!
The scary thing is, Japan, recklessly, has been allowing ALL Chinese in (except for Hubei province) . Tens of thousands. So Xi qualifies with no quarantine period.
Stop the planes.

Xi should be invited only if he's been out of China for 14 days.

Xi's state visit to Japan should be postponed by a year or cancelled altogether. He won't be welcome due to the virus outbreak and some other conflicting issues.
