自慰行為 is used this way sometimes. You can't expect a translation to have all the same nuances. It's an overreaction to a petty comment. On the other hand, it's unprofessional for a diplomat to use that language about the country he is stationed in. But at this point, Moon is a lame duck. Nothing will happen until he is gone.

I don't agree with his statement but I do understand the frustration with South Korea and the Moon administration.
Mr. Moon is directly responsible for one of the worst Japan-S. Korea relations in many decades.

The most likely explanation for the incident is obviously lack of abilities for the position he was in, but for some reason it still feels like something done completely on purpose to complicate things at the "worst" possible timing.

Simply unfit to be any level diplomat let alone the second highest! Japan definitely have much better and more capable people who can act as professional diplomats. If he would have used those same exact words against The US or China, he would have been sent home within minutes.
