Japan, Vietnam look to cyber defense against China

Japans defense force is pathetic ,meek ,wimpy and incompetent !

Have you ever actually operated with them in the field? I have, several times during my service in the US Coast Guard and later US Navy. They are pros, among the best trained navies in the world with superb well maintained equipment. They are highly competent operators and among the best anti-submarine navies in the world. I know this from close personal experience when our ship was attached to a JMSDF task group during a RIMPAC exercise. They're ships are in many ways better built and better equipped than Royal Navy ships I have also operated with, more attention to damage control and making their ships able to take hits. And their crews practice, practice, practice.

My fear with Japan cooperating too closely with Vietnam is that Vietnam will use this as an opportunity to do some intel gathering on western cyber security techniques. Yes, Vietnam is a competitor with China and yes they have territorial disputes but their governments are organized almost identically. Both are one party police states with absolutely no concept of individual rights or representative government. Vietnam is much more like China than its neighbors in ways that make me uncomfortable sharing such critical knowledge with them.

When you allow an armed foreign military like China and Russia to enter you airspace and waters and do nothing but whine about it - i consider that wimpy and incompetent.

You do not understand what an ADIZ, Air Defense Intercept Zone, is. it is not territorial airspace. That only extends 12 nm from your shoreline. An ADIZ is an area where aircraft are supposed to declare their intentions when they enter. For commercial air carriers they will simply notify the controlling agency of their flight plan and destination. If they are expected to arrive like a scheduled airline or air cargo flight, then the controlling agency has nothing else to do. If Chinese or Russian bombers show up then they will be hailed on radio. If there is no reply then the controlling agency will probably launch some of their own fighter aircraft to investigate and escort them. At that point that is all they can do. That ADIZ remains international airspace and those Russian or Chinese bombers have every right to fly there. It would only be the case if the bombers went inside the 12 nautical mile territorial limit that Japanese fighters could legally shoot the Russian or Chinese bombers down.

Much the same is true of an EEZ, Economic Enforcement Zone. They extend 200 nm from shore but only grant the nation the right to control the extraction of sea life and minerals. Under maritime law the waters of an EEZ outside the 12nm territorial limit are international waters. Territorial waters begin 12 nm from shore. If a Chinese Coast Guard cutter enters Japan's EEZ but stays beyond 12 nm from shore it is in international waters and has the right to be there. If the Chinese try to fish inside the Japanese EEZ without a license, then the Japanese can arrest them, even sink them legally. But ships retain the right of "innocent passage" through any nation's EEZ. This is much of the dispute in the South China Sea as China often tries to assert that warships cannot pass through an EEZ without permission. That is not how maritime law works.

I hope whoever is in charge of cyber security this time for Japan knows how to use a USB stick, unlike the one from about five years ago.

Their political system is very much similar to that of China or NK. The local rivalry there doesn’t automatically imply VietNam being forever an assured ally to Japan or in a wider sense an anti-Chinese alliance including Japan amongst participating others. If it ever comes to something more earnest action then the both commies are still geographical neighbors and ideologically brother in arms again finally. Give it a controlled try, but also keep that always in mind.

No emotion at all. Just being practical. China is not reliable as a business partner. It has already proven that. China is not to be trusted or believed, it has already proven that.

Before you try to point fingers at other nations, this is not about anyone but China.

I absolutely agree with you. Toshihiro Nikai is the leader of the pro-China faction in Japan, and this guy has become the chairman of the Japan-Vietnam parliamentary alliance. There is something fishy here because Nikai continues remaining powerful after losing his General Secretary seat of the LDP. Vietnam is now the major source of foreign labor in blue and white-collar jobs that Japanese bureaucrats use to profit. Not to mention that Vietnamese state bureaucrats are brothers to Japanese bureaucrats like magnets. Nikai is now holding quite a critical position.

Japan's cybersecurity capability is lackluster. Vietnam is not, and it is very impressive.

The US experience in Vietnam War was horrendous because our intelligence failure was astronomical due to the NVA/NLF. Vietnamese spies were incredible along with their SIGNIT/HUMINT as USSR assisted on the GEOINT. Now, their CYBINT ability is gradually rising up. They even forced Facebook to block Salt Bae for days, globally!

If anything, I am quite worried about this. Vietnam is going to steal and acquire the intelligence from Japan and the West since Vietnamese people are going to make up the majority of the Japanese white-collar workforce in the future, including cybersecurity. There is no guarantee that China and Vietnam are in conflict. Not to mention Vietnam is extremely close to Russia!

Since what happened in 2008 people all over the world have become increasingly reevaluating the liberal system. Putting up walls and firewalls are back in vogue. Resistance to immigration and to trade agreements is mounting. Ostensibly democratic governments undermine the independence of the judiciary system, restrict the freedom of the press, and portray any opposition as treason. Strongmen in countries such as Turkey and Russia experiment with new types of illiberal democracies and downright dictatorships. Perhaps not in this forum, but few today would confidently declare that the Communist Party of China is on the wrong side of history.

Nikai, Abe, Suga want to emulate the model of Chinese/Vietnamese Communist Parties. They have many things in common but only China and Vietnam possess them.

Meanwhile, the Japanese-built HCMC metro has been delayed YET AGAIN. I believe they were trying to find funding as they were building it. I don't know whether this is standard procedure, but this sounds very risky.

I think Vietnam is trying to move beyond fax machines.

To be clear iam Not questioning the strength or aptitudes or performance of the Japanese self defense troops , personnel or servicemen.

Iam critical of the response of the continued entry of the Chinese into Japanese waters.

I think its very important to remember and pay attention to the fact that the senkaku Islands are uninhabited but however they are within the city limits of ISHIGAKI and that the Chinese are armed and agressive whether its coastguard or military and enter ISHIGAKI city limits every two days constantly.

This is not a good defending of Japan by the Japanese self defense -in my opinion.

When China starts up the world's largest super computer and the worlds largest super conductor the little agreements and wimpering cries for help wont do much for Japan.

Meanwhile as everyone focuses on the old economic shipping region Russia and China have a whole new one.

When the action starts and Japan finally stops dithering around to decide what to do it will be too late .
