Since the Emperor is the figurehead leader of Japan, he makes the appointments official, and Japanese love ceremonies and this is just one of thousands that happen all over the country at different times of the year, in just about every business and other places in Japan.

Because why wouldn't a FOREIGN MINISTER be chosen as the new internal affairs minister, especially since, as foreign minister, he's an expert in 'taxation'? I think after he gets fired as internal minister in a couple of months, he should be rehired as health minister.
