Why? If it came to an actual shooting war Kadena, Iwakuni, Misawa et al are all going to be active. Besides, there are JMSDF personnel in that photo.

The building where i work is just across CVN 76 and we didn't know the VP is coming until that morning trafiic and japanese police sorrounding the dock area OPSEC was quite really good.
