Suga thanked Park for traveling to Tokyo despite the coronavirus,

Please don't patronize him. All arriving people regardless of nationality are subject to quarantine. Why didn't they just meet on line?

Despite his visit, I'm sure that nothing substantial will be made as SK is not at policy priority for Suga.

Good. It is absolutely crucial that SK and Japan cooperate, for their mutual benefit.

Meetings and discussions are fine. But considering South Korea's past behavior towards Treaties and Agreements, any further such Agreements must have a clause accepting ICJ jurisdiction and ruling.

It is South Korea's tactic of avoiding the ICJ that gives them the cojones to freely break agreements. Or, alternatively get a third-party guarantor for South Korean performance.
